I am directed by Mr. Neville Chamberlain to
transmit to you herewith, to be laid before the Secretary
of State for the Colonies, a copy of a telegram which he
has received from His Majesty's Chargé d'Affaires at
Shanghai regarding the activities of Mr. David Kung at
Hong Kong, Mr. Chamberlain shares Mr. Howe's apprehensions
and desires to support his suggestion that the Governor of
Hong Kong should take an early opportunity to speak to
Mr. Kung in the sense proposed.

From confidential information supplied by customs it
appears that Mr. David Kung's activitics in Hongkong are not confined to operating of Central Trust. he appears to be acting as a liaison officer for Chinese Minister of Finance and is using Kowloon Commissioner of Cussons to collect
information. This sort of activity may embarrass Hongkong
Government and I suggest Governor take an early opportunity of
asking David kung mat is the nature of his activities in
Hongkong and of telling him ii necessary that he cannot
countenance establishment of any branch of Chinese Ministry of
Finance in Hongkong under mask of Central Trust or any similar
organisation.
